EXECTUTIVE SUMMARY: At the request of Innovent, Morgan Zigler and Matilda Gifford carried out a supplementary environmental impact assessment on the site of the proposed project at Massiac wind resource area to determine its likely affect upon the avian and bat populations. The site concerned is located to the west of the town of Massiac, between the community boundaries of Molompize, Auriac l’eglise and Massiac. The assessment was carried out between the 15th of April, and the 17th of May, 2007. The objectives of this assessment were 1) to observe the particulars of bird and bat activity at the nine sites concerned, as a supplement to seasonal observations already carried out (and assembled in the full environmental impact assessment), 2) to assemble data and research in order to quantify the impact of the proposed project on bird and bat life through collision and disturbance (and more specifically on birds or bats whose conservational status is considered sensitive on a regional, national or European level), and 3) and to make management recommendations that would avoid or minimize impact on the species concerned (for collision this was to take the form of preventative measures, and for disturbance effects the recommendations would be both preventative and compensatory).
